All judicial courts in Uganda were closed on December 10 and 11 to take stock of the case files in order to determine the case backlog affecting the department.
However, the Judiciary should not only do a census of the case files but overhaul all the registries. A well organised file plan will enable the Judiciary to find information easily. Records that are correctly filed and stored are easy to access and this facilitates transparency, accountability and justice.
Authoritative and reliable records will be created and maintained in accessible, intelligent and usable manner to support the business and accountability requirements of the department.
Qualified and professional record managers should be hired to run these registries. Controls should be exercised to ensure only accredited staff has access to the information thus preventing information being stolen or damaged.
