Besigye combs West Nile, to remove RDCs

WEST NILE- The Forum for Democratic Change presidential candidate, Dr Kizza Besigye, is combing various villages in the region soliciting for votes to overturn popularity of the incumbent President Museveni.






Youth, children and the elderly, clad in leaves and bark cloth were excited as they welcome Dr Besigye to the various rally grounds through Adjumani, Moyo and Yumbe districts.






In the town centres, people abandoned their businesses to listen to him. Dr Besigye, who has previously contested and enjoyed overwhelming support from the West Nile voters, focused on sacking of all RDCs, reducing the size of public administration, promising teachers better pay and auctioning off the presidential jet.






“I will auction Museveni’s Gulfstream and inject the money into developmental programmes in your area. The president’s pilots, cooks and staff are catered for on the public purse which must also stop.






Dr Besigye promised to remove the position of Resident District Commissioners and their deputies and divert their pay, transport and accommodation to agriculture, roads, and energy and health sector.






Some residents welcomed the proposals of Besigye auctioning off the presidential Jet and sacking of all RDCs.






Mr Cosmas Edema, a resident in Bilinyo Village in Moyo Sub-county, said the RDCs have nothing, to do other than wasting the tax payer’s money because their work can equally been handled by chief administrative officers though they are the heads of civil service.






Aware of the gigantic support from teachers who have always suffered from poor pay, dilapidated classrooms and housing, Dr Besigye said there was need for the teachers to vote for change so that they could have improved livelihood.






He said in July 2016 when elected into power, primary school teachers would be paid Shs600,000 and secondary teachers would earn ranging from Shs1 million






“Museveni said FDC government cannot find such funding’s and that is why I proposed a joint debate with him and other candidates come January 15 2016,” Dr Besigye said.






As Dr Besigye moved, he was forced to disembark on his car and cross Laropi Bridge on foot as the bridge is in a sorry state and risk collapse.






The underlying issues of Moyo remains connection of power supply to Obongi areas, granting of Obongi a district status and construction of Kia-Kia bridge linking to Rhino Camp, among other things.
