Councillors drop censure petition against RDC



Busia. A move by a section of Busia District Council to table a vote of no confidence in Busia Resident District Commissioner (RDC), Mr Kennedy Otiti, has flopped after both the sponsor and the seconder of the motion withdrew it at the last minute.
The Councillors, invoking Section 73 of the Local Governments Act, which provides that a District Council may recommend to the appointing authority the removal of the RDC, had on November 24 drawn up a petition calling for the removal of Mr Otiti, who was posted to Busia in August.






The petition by Councillor Lawrence Omollo from Masinya Sub-county and seconded by Mr Ben Bwire from Lunyo Sub-county, accused Mr Otiti of being partisan during the NRM party primaries and failing to interact with the local leadership.
They said this had caused mistrust among the NRM leaders and was likely to lead to insecurity.
In a written statement of defence dated December 10, which he sent to the Clerk to the Council and the Chief Administrative Officer, Mr Otiti in turn accused the petitioners of having “written based on false allegations intended to portray him as a person who has violated the Leadership Code”.






Following submission of his defence, Busia District Speaker Geoffrey Wandera then set December 15 as the day of debate on the motion.
But Mr Bwire, who should have tabled the motion, opted out saying: “Mr Speaker I am withdrawing the motion because I had no facts while compiling it,” he said, receiving the backing of Mr Omollo, the motion’s seconder.
This triggered dramatic scenes at Chango Macho Hall, as several individuals, including some of the district’s top politicians, rushed out of the hall while others celebrated the move.
