Ministry blames KCCA on poor planning in city schools



Kampala- The Ministry of Education has asked Kampala Capital City Authority (KCCA) to hold its supervisors accountable for the poor performance of the school annual census activities.






The ministry principal education officer, Mr George Muteekanga, yesterday blamed KCCA for failing to collect enough data about the schools in the city for the ministry to provide the required services to them.
“Kampala officials have not been very compliant because of their existing structure, these schools are found in divisions but the authority is at the centre. We want the director to put emphasis on the census importance,” Mr Muteekanga said during the trainers of trainers workshop at Nakasero Primary School in Kampala.






However, Mr Jimmy Atwoko, the KCCA director of education and social services, advised the ministry to comply with the authority on accountability before directly confronting schools.

“If you want us to hold our supervisors accountable, write to the director of education and wait for accountability. Don’t go direct to the schools within Kampala because this will cause internal contradictions,” said Mr Atwoko.






The Schools Annual Census 2016 is an activity where data for different schools is compiled to allow proper planning of learners in particular divisions of Kampala.






Mr Drake Mutahakaba, the coordinator at Directorate of Education, appealed to all stake holders to provide data about schools so that the ministry could know the number of pupils in particular classes.






Mr Muteekanga said this exercise began last year but out of 1,500 forms picked by head teachers, only 500 were returned to the ministry, making the programme move at a slow pace.
