Engineer arrested over shoddy works

Namutumba- Police in Namutumba District are holding the district water engineer, Mr Abby Kaggwa, over shoddy works on the Shs190 million maternity ward at Nsinze Health Centre IV.


Mr Kaggwa was the supervisor of the construction work that began in 2013 and was certified to have been completed mid last year.


The Busoga East region police spokesperson, Mr James Mubi, told Daily Monitor at the weekend that the engineer was arrested on Monday last week by a team from the health monitoring team of State House.


“He was arrested by official from the health monitoring team from State House as part of a value for money audit that was instituted after health workers at the facility refused to work in it,” Mr Mubi said.


Mr James Mukambwe, the acting officer in charge of the health centre, said his team had declined to use the ward because it was not suited for medical operations.


“The ward lacks water systems as any maternity ward worth the name should be. The walls were also full of cracks and it was clear that it was only a matter of time before the ceiling boards caved it. We couldn’t have worked under such conditions,” he said.


Mr Mubi said Mr Kaggwa is being investigated for professional negligence and causing financial loss to his employers.
