Rights body cautions police over arrests

Arua. Uganda Human Rights Commission has cautioned the police against arresting citizens before thorough investigations.






“Don’t rush to arrest a suspect before investigating the matter,” Ms Juliet Logose, the UHRC officer in charge of West Nile, said.






The officer also criticised the police for sympathising with politicians who dangerously load supporters on lorries and not impound the vehicles, a practice she said puts the lives of their supporters at risk.






Ms Logose was speaking at a training of police officers in the region on human rights and elections in Arua Town on Monday. She said acting in a professional way will build public trust in the police force.






The West Nile regional police spokesperson, Ms Josephine Angucia, urged the officers to do more community policing for residents to understand their role in society. The police has often been blamed for provoking the public during political rallies. Ms Angucia said while executing their mandate during this political period, police officers should avoid acting on public provocation.






But some officers speaking on condition of anonymity said while the force provides them with motorcycles to move to communities, the motorcycles are not fuelled and many of them have broken down.






The community liaison officer for Maracha District, Mr Michael Okot, said some locals in his area had evicted police from a police post, claiming the land was illegally given to police.
