Fact checker: Museveni on Prof Barya and unemployment

CLAIM. President Museveni says independent candidate Venansius Baryamureeba is not suitable to be elected president because he is a “boy” who failed to manage a “small school”, referring to Makerere University.






FACT. Prof Baryamureeba, while vice chancellor from 2009 to 2012, transformed Makerere to a collegiate university and its Africa ranking by Webometrics improved to 12th position from 54th in 2007. In 2010, Makerere for the first time issued transcripts on graduation day. President Museveni, the official university visitor, on October 9, 2013, awarded Prof Baryamureeba a Golden Jubilee Medal.

CLAIM. President Museveni attributes the increasing unemployment in Uganda to lack of morals among graduates.






TRUTH: Fourteen million of the 35 million Ugandans are “working persons”, according to the Uganda Bureau of Statistics 2014 Statistical Abstract. Unemployment statistics in the country vary depending on the source of information, with Action Aid International Uganda and two other NGOs reporting in 2013 that joblessness among youth was 62 per cent.
Previous government reports have attributed growing unemployment to, among other factors, fewer jobs than number of educated people, mismatched skills and nepotism.






VERDICT:No evidence to support moralisation of the unemployment problem.
Policy ticks
Security: Continued investment in armed forces, including equipment and training.
Foreign relations: Pursue regional integration and fast-track political federation of the East African Community.
Wealth creation: Each household to make more than Shs20 million per year by selecting commercially viable agricultural enterprises.
