Police delegation report to defence committee without Kayihura, chased out


Officials from the Uganda Police were on Thursday morning sent out of the Defence and Internal Affairs Parliamentary committee after showing up without their boss, Gen Kale Kayihura.


Shadow internal affairs minister and Butambala Member of Parliament Muwanga Kivumbi moved a motion to have the delegation headed by Deputy Inspector General of Police, Mr Martin Okoth Ochola, and Andrew Felix Kaweesi kicked out.


“We expect the IGP (Gen Kale Kayihura) to be here but he is not here, in the past it has been the same,” Mr Muwanga said.


The police delegation informed the committee that Gen Kayihura was unable to attend because he has travelled to meet his counterpart in Kenya on urgent matters, handing them a letter from the IGP to that effect. However Mr Kivumbi was quite skeptical asking them to furnish the committee with Gen Kayihura’s travel details to investigate the truth of the matter.
“We had seen a number of these letters before, it’s until we threatened to invoke our constitutional powers. Give us the travel details so that we establish if it’s a lie or not,” Mr Muwanga said.


The chairperson of the Committee, also Mityana District Woman Member of Parliament Ms Judith Nabakooba jumped in to the defence of the police delegation, saying that Muwanga Kivumbi was asking for too much before invoking her powers turning down his motion to have the police delegation kicked out.


UPDF Parliament representative, Col. Felix Kulayigye, also asked the committee to listen to the available team as it is the work of the IGP’s Deputy to sit in for him in his absence.


However Mr Muwanga did not relinquish, accusing Ms Nabakooba of knowing about Gen Kayihura’s travel plans prior to the committee sitting.
“You were on Radio Simba this morning and you said that the IGP (Kayihura) will not attend the committee for certain reasons,” Mr Muwanga said, but Nabakooba denied the accusations.


With the situation growing tense, Ms Nabakooba asked the Police delegation and journalists to exit the room.
