Mbale. Manafwa District Residence District Commissioner (RDC) has rescued an 18-year-old man from a house where he had been confined for about three months.
Mr Mubarak Magomu rescued the victim after a tip-off by a resident of Buwele in Manafwa Town Council, last Thursday.
Mr Magomu said he found the victim malnourished and took him to Mbale Regional Referral Hospital for treatment.
He said the teen, who had been locked up by his elder brother in an abandoned building, was surviving on his own feaces and urine.
“The victim has been feeding on his own excreta, because nobody apart from his brother knew that he been locked up in the house or that he goes without meals,” Mr Mugomu said.
Mr Magomu explained that the victim was abandoned by his brother after he (the former) developed mental challenges as a result of celebral malaria.
“Instead of taking him for treatment, the brother decided to lock him up and deny him food,” he said.
The RDC added that the suspect is on the run but security officials are hunting him.
“This is a clear violation of human rights. I have instructed police to hunt the suspect because this is the highest sign of irresponsibility that almost cost someone life,” Mr Magomu, said.
Mr Dison Wakabisi, the Buwele cell area chairperson, said his leadership was not aware that the man had been living in such miserable condition.
“We had no information that someone was being confined, we would have rescued him or reported the matter, earlier,” Mr Wakabisi said.
