FDC, NRM share spoils in west mayoral polls

ANKOLE/KIGEZI- Opposition FDC-leaning independent and NRM party candidates shared positions for mayor and municipal councillors in the Wednesday municipal elections.






There are six municipal councils in south western region; Kisoro, Kabale, Bushenyi, Rukungiri, Ntungamo and Mbarara.






Kabale, Rukungiri and Ishaka-Bushenyi municipalities have been taken by FDC-leaning candidates while Ntungamo, Mbarara and Kisoro went to NRM.






The FDC secretary general for Kabale District, Mr Sentaro Byamugisha, who stood as an independent after a contested FDC party primary election, was on Wednesday night declared winner of the Kabale Municipality mayoral seat, defeating the incumbent, Dr Pius Ruhemurana, and three others.






Dr Ruhemurana stood as the official FDC candidate in the elections.
The district deputy returning officer, Ms Sarah Birungi, declared Mr Byamugisha winner with 4,387 votes ahead of Dr Ruhemurana who garnered 3,811 votes. Mr Paul Birungi of NRM managed 3,673 votes.






Independent candidates Wilson Mbabazi got 338 votes and Mr Pierrie Mbabazi 92 votes.






Dr Ruhemurana, who has been the mayor since 1996, conceded defeat and said he was ready to work with the winner for the development of the municipality.






In Kisoro, the NRM candidate, Mr Richard Ndyana, polled 3,402 votes to defeat two independents Benon Kwizera,( 219 votes) and Emmanuel Rwarinda (560 votes).






Mr Ndyana will be the first Kisoro Municipality mayor after it was upgraded to the status last year.






In Rukungiri, the incumbent, Mr Charles Makuru, the FDC candidate, polled 5,567 to defeat NRM’s Geoffrey Tindarwesire Kenzigye who polled 3,461 votes and two independent candidates Balikudembe Otiku (169 votes) and Chris Mugyenyi 82 votes.






The dominant candidates
Mr Makuru, who has led the municipality as a town council for 20 years, will be serving his second term as mayor for the municipality after being re-elected.






In Ishaka-Bushenyi Municipality, Mr Jackson Kamugasha, an FDC-leaning independent candidate, polled 6,477 to defeat Mr Richard Byaruhanga of NRM, who got 5,674 votes.






The official FDC candidate, Mr Innocent Muramuzi, got 200. Mr Kamugasha retains the seat despite falling out with top FDC ranks after he allegedly crossed to NRM and then back to the party.






In Ntungamo, the election, which was marred by allegations of ballot stuffing and violence, was later won by Mr Jacob Kafureka, aka Jaka Jex of NRM, who polled 7,017 ahead of Ms Monic Kobusingye, an independent candidate, who got 2,068 votes.






In Mbarara, NRM’s Robert Mugabe Kakyebezi, a former radio presenter, was declared winner of the municipal mayoral race, ending the 15-year reign of Mr Wilson Tumwine.
